AZ DHS 2020-02 Emergency Measures for COVID-19

ADMINISTRATIVE ORDER 2020-02
(Emergency Measures for COVID-19)

A brief summary of this Order-

Administrative Order 2020-02 appears to essentially waive requirements for:

  • Field training in medical direction
  • Base hospital requirements
  • Training program inspections/testing/400 clinical hours for paramedic students
  • Two year EMCT certification period
  • Treat & Refer
  • Ambulance inspections
  • Air ambulance certification
  • Transport area restrictions
  • Transport exceptions
  • Delays in ARC
  • New ambulance inspection
  • Minimum staffing requirement for ambulances
  • Trauma center reporting and trauma center MD certification.

Example of waived rule:

R9-25-907. Observance of Service Area; Exceptions (A.R.S. § 36-2232)

A certificate holder shall not provide EMS or transport within an area other than the service area identified in the certificate holder's certificate of necessity except:

1. When authorized by a service area's dispatch, before the service area's ground ambulance vehicle arrives at the scene; or

2. According to a back-up agreement.
