ADHS BEMSTS AZPIERS HB2609 Report Generator is Down

Dec 11, 2025 Blog

At the AzAA monthly meeting, several member agencies reported that the ADHS BEMSTS AZPIERS HB2609 Report Generator was non-operational. Every CON holder has to submit the Annual HB2609 Report with their ARCR online submission.

Tom Brandhuber, AzAA Pesident sent the following message to Nicole Witt, Assistant Director, ADHS:

“We are hearing from almost all our members that there is a technical issue with the Annual HB2609 Image Trend report hosted by the State, which must be submitted with CON holders ARCR online submission. The image trend report is currently unavailable, and we are waiting for a fix from ADHS BEMS.  I believe Anne Vossbrink is working on a fix, but ARCR reports are due by December 31, 2025.

We are asking for a message to be sent from ADHS BEMS to CON holders explaining the issue and stating that the report is not required if it's not available when a CON holder submits their ARCR.“

ADHS BEMSTS Responded with the following email:

 Dear EMS Stakeholders,

The Bureau of EMS and Trauma System is aware of issues impacting Certificate of Necessity (CON) holders’ ability to run HB2609 Annual Response Time Summary reports in AZ-PIERS. Due to a recent data migration process, the HB2609 report is not functioning as expected at this time. We are actively working with our vendor & IT staff to resolve this issue as soon as possible. We understand that this situation has caused understandable concern as to complying with CON licensing requirements and have an interim solution available.

If your agency needs to generate the HB2609 report during the time we are working to address the data availability issue, please continue to use the existing HB2609 Fiscal Year 2025 report in AZ-PIERS Report Writer as per the existing instructions: Response Times by Urbanity Report Information and Guidance. The resulting report will appear to be incomplete as the urbanicity will not be available and will only populate the final table of the report which shows the ‘blank’ urbanicity, leaving the first two tables without data. Once you have downloaded the report, submit via the EMS Portal as usual, which will allow your agency to meet the reporting requirements at this time.

We appreciate your patience as we work through this matter
